Scott Demarest joined Ocean Tomo, a part of J.S. Held, in August of 2023 as part of Ocean Tomo’s acquisition of TechPats.
Scott is a Senior Analyst at Ocean Tomo, a part of J.S. Held, with twenty plus years of diverse engineering experience. Scott possesses technical knowledge of high-speed circuit design, analog circuit design, networking and data storage protocols, closed loop control systems, biometrics, magnetics, hydraulics, thermal and stress analysis, mechanical and packaging design, PC board layouts, and wireless communications and protocols (3G, LTE, 5G, W-CDMA, GSM, CDMA, TDMA, WiMAX, Wi-Fi and Bluetooth).
As a Senior Analyst with TechPats, Scott performed patent mining for a wide range of technologies, including wireless and cellular portfolios. Throughout his career, Scott has analyzed portfolios ranging in size from twenty to several hundred patents. This analysis involved detailed patent analysis and file history review to identify and map “essential” patents to published standards (GSM, 3G, CDMA2000, LTE, 5G, and 802.11), identification and analysis of infringing products, prior art and standards analysis and the generation of claim charts. Scott also developed licensing packages for these portfolios and has conducted technical negotiations with target companies regarding the merits of the included patents. Scott provides litigation support for analyzed portfolios through prior art, invalidity, and standards analysis. Additionally, Scott has performed LTE and 5G live network testing for evidence of use (EoU) of standards features, device teardown, mechanical and circuit RE, and functional device testing relating to claim elements.
In addition to wireless technologies, Scott has mined thousands of patents for both offensive and defensive purposes in a wide range of technologies that includes software, internet advertising, automotive, imaging, circuit design, and semiconductor processing. Scott has also managed the analysis of patent portfolios by both inside analysts and outside consultants and was instrumental in the development of a proprietary patent mining application and database.
Prior to joining TechPats, Scott has held engineering management, project leader, and R&D development positions. As an R&D manager and project leader for InfiniCon Systems, Ametek Aerospace Corp., and GE Astro Space Division, Scott successfully developed products for the aerospace and telecommunications markets, on both the industrial and commercial side.
In the area of network and data storage, Scott has developed InfiniBand compliant products encompassing InfiniBand, HT, PCI, DDR memory, and Fibre Channel interfaces. In the area of analog circuit design, Scott has 15 years of experience that includes the design of DC- DC converters (flyback, forward and resonant), custom magnetics, sensor interface and signal conditioning, linear and PWM motor drives, constant current/voltage sources, and EL and CCFL backlighting for LCD displays.
Scott has extensive experience in controls that ranges from high-speed servos for avionics to closed loop hydraulic position and force systems for agricultural applications.
In addition to product development, Scott has successfully taken products and systems through FAA, FCC class A & B, CE, and UL Safety testing and compliance certification.
Scott earned a BSEE from Drexel University in Philadelphia, PA, and is co-inventor on three issued US patents and one foreign patent
